In 1995 I began promoting the concept of developing a special improvement district to underground one mile of power transmission along Flamingo Road in Las Vegas. Clark County Public Works agreed with the concept and formed the Flamingo Special Improvement District. (SID) The project was completed in 2010 and made way for the new Caesars Palace tower pictured. My original proposal for the SID appears below.
As a consultant to Asea Brown Boveri, I was tasked to approach Las Vegas casino operators and convince them to purchase their own high voltage substations. This would allow them to connect directly to the utility high voltage transmission grid instead of the utility medium voltage distribution grid resulting in a 20% rate reduction. In 1996 our team successfully obtained the contract for the Bellagio. In addition to economic savings, our compact substation freed up one acre of space for other uses.
