GL "Pat" Ervin proposed the creation of the Flamingo Special Improvement District in 1995. A segment of the Flamingo SID eliminating one mile of wirescape was completed in 2010. Harrah's Resort was the sole particpant in the Flamingo Special Improvement Assessment District.
His team also developed a project for a modern compact substation to power The Bellagio and Monte Carlo mega resorts. The substation was connected directly to the utility transmission grid via an under ground power delivery system. As a result of connecting to the transmission grid instead of an intermediate utility owned substation, the mega resorts qualified for a lower rate structure and quickly recouped the compact substation cost.
